The governor of Lahore, Amir Sultan (Sajid Hassan), is a just and compassionate ruler. However, he falls ill and is forced to take a leave of absence. In his place, he appoints Qazi Ahad (Sunil Shankar), a strict and inflexible man.
Qazi Ahad quickly sets about imposing his own brand of justice on the city. He arrests and sentences people for even the slightest infractions, and he shows no mercy to those who are convicted.
